Engagement Rings and weddings sets?

I have a question. I have been looking at engagement rings and wedding sets (the engagement ring and the wedding band). My boyfriend has asked me to start looking at rings and I think it would be better to get a wedding set. my question is do you get engaged with just an engagement ring then the day of the wedding get the set. or buy the wedding set and wear the engagement ring and get the wedding band at the wedding.
Does this question make sense?

I am thinking buy the wedding set and wear the engagement ring and then add the band to it when married. Am I correct?
